Assessing Employment Skills and Personal Development

Resolutions First is pioneering PEARL, a new national programme which assesses skill for employability and social and personal development. The project is being developed in partnership with the Graded Qualifications Alliance (GQA) and Manchester College of Arts and Technology (MANCAT). PEARL measures young peoples’ readiness for employment and allows learners to attain a range of grades from Entry level (pre-GCSE) through to level 3 (equivalent to A-levels) on the National Qualifications Framework. Assessment of skills and abilities is through practical demonstration, a 'show and tell' process, focusing on the expertise of the tutor.
The assessment framework assesses core skills and abilities in social and personal development and organisational and creative development.

An example of this type of assessment system in action would be a highly respected chef or footballer, acknowledged by their peers as being an expert, being invited to watch a number of learners in their field of expertise (cooking or football) demonstrate their abilities. These experts through their knowledge and experience know what a competent person in their field looks like. For example, Gordon Ramsey knows a good chef when he sees one or Paul McCartney knows a good song when he hears it.

“I’ve really enjoyed this course from start to finish. I’ve learned a lot about issues we don’t talk about enough in society.”
